Outdated ‘Legacy’ Systems Hindering Accessibility

A lack of accessibility in old ICT systems and lack of budget are the two main barriers preventing organisations from making their internal and external ICT systems more accessible for people with disabilities, according to the results of the new survey.

These factors were each cited by 40% of respondents as ‘strong’ or ‘very strong’ barriers to implementation of accessibility in a survey carried out by Bloor Research in conjunction with E-Access Bulletin’s publisher Headstar and Ability Magazine. The finding suggests that providing tools for improving the accessibility of these ‘legacy’ systems could be an interesting business opportunity, say the survey’s creators. Less than a quarter of respondents quoted lack of understanding of accessibility issues as a barrier to progress.

More Workplace Assistance Needed With IT, Guide Warns

Employers should do more to help disabled people with their IT workplace needs, according to a new guide from the Employers’ Forum on Disability (EFD).

The ‘Reasonable adjustments – line manager guide’ (
fastlink.headstar.com/efd1 )
advises employers to ensure they procure the correct equipment to ensure disabled workers can work to their full potential, including voice-activated software; adapted keyboards; and chairs which support the back and neck.

‘Digital Mentor’ Trials Form Part Of Draft Inclusion Plan

The government is to pilot a ‘digital mentors’ scheme to help people in deprived areas use technologies such as websites, podcasts and digital photography to make their voices heard, collaborate and improve access to services.

The initiative forms part of a new action plan for digital inclusion (fastlink.headstar.com/action2),launched by Digital Inclusion minister Paul Murphy and the department of Communities and Local Government (CLG).

An estimated 17 million people over the age of 15 are not using computers and the internet, and there is a strong link between digital and social exclusion and disabled people with disabled people among those most excluded from the digital technologies at the heart of the developing knowledge economy, the plan says.

People With Impaired Vision ‘Less Likely To Be Employed’

People with visual impairments are less likely to be employed than people with other disabilities, according to a report on the UK labour market experiences of people with sight problems prepared for the RNIB by the Institute of Employment Studies (fastlink.headstar.com/ies1).

The report was compiled through secondary analysis of the UK Labour Force Survey (LFS – fastlink.headstar.com/lfs1) over the period July 2004 to June 2007. The LFS recorded 184,000 people of working age in the UK who describe themselves as having  seeing difficulties’. Of those 108,000 are classed as disabled, 95,000 of whom have a ‘work-limiting’ disability.

The RNIB report finds people over 55 are three times more likely to have seeing difficulties as those in the 16-24 age bracket, which is a greater increase with age than with other kinds of disabilities. (more…)

Recession Is Poor Excuse For Exclusion, Analyst Warns.

Organisations should not use the economic downturn as a reason not to carry out work to make their websites more accessible to people with disabilities, a leading analyst said this week.

In fact there is extensive evidence that an economic downturn is a good time to increase such activity, with significant opportunities to increase market share, Ted Page of PWS web services told the Law Society of Scotland’s ‘Nothing But The Net’ conference (www.lawscot.org.uk/update/NBTN).

Major Employers Launch Accessibility Taskforce.

A taskforce to help businesses provide accessible technology to employees and customers has been launched by the UK’s Employers’ Forum on Disability (EFD – www.efd.org.uk),a body whose members include some of the country’s largest corporations and public agencies.

The aim of the forum’s Business Taskforce on Accessible Technology is to “make accessibility and usability as fundamental to IT as security is now,” said Steve Lamey, Chief Operating Officer of HM Revenue & Customs and chair of the new group.

Organisation in the Spotlight – The Employers’ Forum on Disability: Blue Chip Access

The creation of the Employers’ Forum on Disability (EFD) Business Taskforce on Accessible Technology (see News, this issue) is a sign that the UK’s and the world’s largest companies and organisations are beginning to take accessibility seriously.

The taskforce aims to help global ICT suppliers and regulators understand what organisations need from IT products and standards if they are to employ and do business with disabled people.

It is impossible to state a definitive number for the percentage of people who suffer from dyslexia because there is no single definition of dyslexia, delegates heard at this month’s conference on Dyslexia and the Civil Service.

Public Bodies ‘Face Assistive Technology Legal Action’.

An increasing amount of research showing that large numbers of staff with dyslexia and other disabilities can benefit from assistive technology mean that public sector bodies face the likelihood of legal action this year or next under the Disability Discrimination Act, a leading analyst said this month.
